ICAO Annex 6 Part 2 – Company Operations Manual

Operators of international general aviation turbojet or large aircraft having a takeoff weight over 5,700 kg (12,563 lbs) have been required to carry a “Company Operations Manual”, including “Safety Management System” (SMS) to comply with requirements of participating ICAO Member States since, 18 November 2010.

The FAA does NOT mandate US Operators to develop a Company Operations Manual (with SMS). However, FAA advises operators to comply with FAR 91.703 that obligates US Registered aircraft operators to comply with this requirement in international airspace and when participating States have implemented enforcement of ICAO Annex 6 Part 2.

Operators can develop a Company Operations Manual using the guidance material contained in ICAO Annex 6, Part 2, and ICAO Safety Management Manual doc 9859 and FAA InFO11010.

As the Program Developer we will be assisting you to develop a “Self Declared” Company Operations Manual to the ICAO Annex 6 Part 2 Standard that is tailored to the size and complexity of your operation.

Developing a tailored program does require occasional meetings or teleconferences that are minimally intrusive, but necessary to tailor the program to the organization.

Additional Compliance Considerations

  • MEL – Approval required to allow the aircraft to dispatch when minor defects occur that do not affect safety of flight. Considered optional by non-commercial general aviation operators of US Registered aircraft operating in US Airspace, but MEL is mandated as part of the ICAO Annex 6 Part 2 compliance.
  • International LOA Authorizations – See our list of common international airspace approvals. Such Authorizations are not transferred to new owner/operators. So to, the Company Operations Manual for the previous owner/operator is non-transferable. Each new operator must develop and implement their own program in order to be recognized.
