Part 91 D195 or D095 MEL Compliance

According to CFR Part 91.213 "Inoperative Systems and Equipment", it is NOT mandatory to
utilize an MEL Program.

However, when operators wish to defer defects for later repair is it necessary to do so in an authorized manner. Operators requesting FAA authorization to defer defects using the MMEL as the MEL, are being asked by FAA Inspectors to show operator developed Maintenance & Operating (M&O) Procedures required in the MEL Program.


                                                 1. HD&A prepares and submits your LOA Application Letter in accordance with the
                                                     provisions of Part 91.


                                                 2. We tailor the MMEL to the unique characteristics of your aircraft and operation.

                                                 3. HD&A prepares the Maintenance & Operating Procedures to be a compliant and
                                                     functional document for use aboard the aircraft.

                                                 4. You will receive an LOA for MEL approval and an MEL Program Manual, which will
                                                     include Non-Essential Equipment & Furnishings relief.
